  • Reorganize and amplify the provisions of this article so that the criteria and procedures for performance evaluations, particularly bearing on merit pay, are clear, specific, and appropriate for major research universities.
  • Ensure that evaluation criteria are clear, specific, in writing.
  • Eliminate redundant sustained performance evaluations.
  • Require that appropriate resources be made available to faculty so that they have an equitable opportunity to meet tenure, promotion, and merit pay criteria.
  • Ensure that faculty are automatically notified of the location and custodian of their file.
  • Guarantee that members of the faculty can examine their files during the regular business hours of their department.
  • Attach a sign-off sheet to every file and have all readers sign it so that faculty may be able to determine who has had access to the file.
  • Ban all anonymous material from the evaluation file.
